7 Inspection Aerial devices shall be inspected in accordance with the manufacturer’s recommendations to identify any defects or malfunctions of the equipment. Any suspected items shall be carefully examined and a determination made by a formally trained and qualified person as to whether they constitute a hazard. Structural damage includes cuts which can result from collision with sharp edges and can be seen as holes or grooves, often with broken and exposed glass fibres. Structural damage also includes bruises caused by collision with a blunt edge, such as tree branches, poles, etc., and seen as light craze marks. Overloading tends to make the boom buckle near the base of the opposite side from the applied force, resulting in cracks, swelling or creasing at or near the steel attachment. All unsafe items shall be replaced or repaired before the aerial device is used. The inspection should take place immediately following cleaning. The exterior of insulating components such as boom, platforms and jib should be wiped clean with a lint-free cloth. Where necessary, the cloth may be lightly dampened with a suitable solvent. 7.1 Inspection before commencing work The purpose of this inspection is to identify any deficiencies which may have arisen during previous work, periods of storage, etc. The inspection is mainly visual although the operator should listen for any abnormal audible noises which may be present or occur during the functional checks. In all cases, the first check is to confirm that the aerial device and other insulating components have a valid test certificate.
7.1 .1 Daily inspection of aerial devices A visual inspection and functional check shall be performed before work commences and the results preferably recorded on a pro-forma sheet. The insulating components should be visually examined for surface damage such as cracks, delamination, deep scratches, etc. Where present, the condition of the desiccate shall be checked. A blue colour indicates that the desiccate is satisfactory Mechanical components such as pins, retainers, etc. should be visually examined for any obvious irregularity. The aerial device, once stabilized, should be operated through a complete cycle from the lower controls, with no person in the platforms, in order to verify the functions. Fluid leaks, cylinder creepage, any unusual noise, malfunctions, oil leaks, erratic movement, or any other abnormal occurrence should be checked on. The emergency power system and emergency stop facility shall be checked to ensure correct operation. Visual and audible warning devices shall be verified. In the case of bare hand units, corona rings should be checked for damage; the condition of the equipotential bonding should be verified and a leakage test performed in accordance with clause 8.
